Chief Gary L. Tittle began his career with the Richardson Police Department in March 2018 as a Captain and was promoted to Chief in 2021. Prior to that time, Gary spent over 30 years with the Dallas Police Department where he held every rank through Assistant Chief. During his Dallas tenure, Chief Tittle was responsible for numerous work groups to include the Strategic Deployment Bureau, which includes SWAT, Traffic, Love Field, Gang and the Criminal Intelligence Unit. He also oversaw the Patrol Bureau and Narcotics Bureau. As a Captain for the Richardson Police Department, Chief Tittle has served as commander of Support Division to include Communications, Detention, Crime Scene, and Property & Evidence and the Operations Bureau that included Patrol and Investigations. In 2019, during the 86th Texas Legislative Session, Gary represented the Chief of Police regarding criminal justice related matters, a role he has fulfilled since 2007. Chief Tittle has a Bachelor’s degree from Midwestern State University and a Master’s in Criminal Justice Leadership and Management from Sam Houston State University. He has also completed the Lieutenant Leadership Series at the Caruth Police Institute and is a graduate of the FBI’s National Academy and the Police Executive Research Forum’s Senior Management Institute for Police.

First Assistant Chief Michael Bussiere joined the Richardson Police Department in 2016. He currently serves as the First Assistant Chief over the Operations and Services Bureaus. He began his career with the Lewiston (Maine) Police Department in 1990 as a Patrol Officer and was later assigned to the Maine Drug Enforcement Agency and worked undercover on several high-profile drug investigations. He also served in the role of Field Training Officer, and as a Crisis/Hostage Negotiator and was promoted to Detective in 1997 and assigned to the Violent Crimes investigative unit. In 1998, he was promoted to Sergeant and in 2002 he was promoted to Deputy Chief. In 2009 he was appointed as the Chief of Police in Lewiston and headed that agency for seven years before joining the RPD. At the Richardson Police Department, First Assistant Chief Bussiere most recently headed up the Operations Bureau and previously served as Captain of the Technical Services Division. He previously served on the Criminal Justice Advisory Board at Central Maine Community College and as a Governor’s appointee to the Maine Commission on Domestic and Sexual Abuse. First Assistant Chief Bussiere holds a B.A. in Criminology from the University of Southern Maine and completed the Command Training Program at Babson College. He is a graduate of the 222nd session of the F.B.I. National Academy in Quantico VA and the Senior Executives of State and Local Government at Harvard University’s Kennedy School of Government. First Assistant Chief Bussiere has been an Assessor with CALEA since 2004 and serves as a Team Leader conducting on-site accreditation assessments of other law enforcement agencies in the United States and Canada. He also currently serves on the Board of Directors of the Network of Community Ministries in Richardson and is a current class member of the Leadership Richardson program, Class XXXV.

Assistant Chief Coby Pewitt joined the Richardson Police Department as a police officer in 1996, after growing up in Richardson, Texas and serving as a youth member of the Richardson Police Department Explorer Post #761. He currently serves as the Assistant Chief over the Services Bureau, which includes executive command over the Personnel Section, Training, Fiscal Affairs, Community Relations, Honor Guard, Facility and Information Technology for the Department. He has previously served as Assistant Chief of the Operations Bureau; Captain of the Special Operations Division; a Lieutenant in both the Patrol and Investigative Operations Divisions; a Sergeant in the Community Relations Unit; and a Crimes Against Persons / Forgery & Fraud Detective. Dr. Pewitt received a Bachelor’s of Business Administration (1996) from the University of North Texas. He received a Masters of Business Administration from The University of Texas at Dallas’ Naveen Jindal School of Management in 2002. He was awarded a Doctoral degree in Public Affairs from The University of Texas at Dallas’ School of Economic, Political, and Policy Sciences in 2014. Dr. Pewitt is a graduate of the FBI National Academy Session 273, Institute for Law Enforcement Administration (ILEA) 84th Class of Supervision, the 67th LEMIT Leadership Command College, and the ILEA 49th School of Executive Leadership, where he served as class president.  He is also a graduate of Leadership Richardson Class 32 and currently serves on the Leadership Richardson Alumni Association (LRAA) Board of Directors.  Dr. Pewitt also serves on the Advisory Council for the Boys and Girls Club of Richardson. In his spare time, he is a passionate volunteer for the North Texas Chapter of The Leukemia & Lymphoma Society.

Assistant Chief Keith Kockler began his career with the Richardson Police Department in November 1988 as a Patrol Officer.  He served on all patrol shifts, and as an accident investigator. He has a total of over eleven years’ experience as an investigator in Narcotics and Crimes Against Persons. He was promoted to Sergeant in January 2003 and to Lieutenant in June 2005. He served on the Hostage Negotiations Team as an Officer, Sergeant, and Lieutenant. In 2013, he was promoted to Captain.  He has served as the Patrol Operations Captain, Investigative Operations Captain, and the Special Operations Captain. As a Captain, he has also served as the Tactical Operations Commander managing all SWAT, Hostage Negotiations, and Crowd Control operations. On October 15th, 2023, he was promoted to Operations Bureau Assistant Chief. He graduated from Texas A&M University with a Bachelor of Science degree in Psychology and received an Executive Master of Science in Justice Administration and Leadership at the University of Texas at Dallas in 2014.  Assistant Chief Kockler is a graduate of the Institute for Law Enforcement Administration’s 42nd Police Management College, the 63rd Leadership Command College of the Law Enforcement Management Institute of Texas. He is also a graduate of Leadership Richardson Class XXX and a member, and Past President, of the Richardson East Rotary Club.
